The figure you asked about looks like a knock off Grune the Destroyer from Thundercats, more interesting is the little snake figure, who is that figure ?

That's Iron Lion from Galoob's Infaceables line. A really odd toyline from the mid-'80s that disappeared very quickly. Their gimmick was that their faces rotated, Man-E-Faces-style, to give you two different appearances. I've always wanted the blue elephant guy.
