Several centuries after the fall of Humanity; New Chicago rose from the ashes thanks to SHIELD A.I. Monoliths and their nanofabrication capabilities. Similar Monoliths elsewhere would rebuild other cities, such as Washington DC and their strange society of 'Sandmen' and 'Runners'.
As New Chicago developed a strange society of humans and A.I. came into being, whereby new A.I. consciousnesses are generated and 'raised' by the humans. This enables the A.I. to identify and sympathize with the humans; and after having been incarnate in robotic bodies amongst the humans for 50years; they may be elevated to serve on the Council ruling the city. Additionally, human consciousnesses may be transcribed into A.I. to serve on the council; but this is rare.
After developing an efficient ion engine, New Chicago established a limited space patrol force to police the Solar system following small raiding incursions from the Draconian 'Empire', simply a society of raiders living in the Asteroid Belt. In time, this patrol force would become the basis upon which Starfleet is built; following the world's unification under the Grendel-Khan Orion Assante.
It was on a patrol of the Belt when Col Deering discovered the ancient Space Shuttle that Col William 'Buck' Rogers was frozen within, tumbling back towards the inner system and possible impact upon the Sun or Earth.

Wilma here is entirely an MTF figure except for the left armband and the pistol; both stolen from a conveniently-bought Solo line's Mimban Val the day before from 5Blow; and a bit of papercraft for the collar and placket.
