After Overkill's betrayal and the BAT's uprising, Cobra Commander ordered Mindbender to restart the Neo Viper program. Not content with simply injecting normal humans with animal DNA, Mindbender took the program a step further. Improving on the work that created Serpentor, Mindbender started to grow Neo Vipers from raw genetic material.

These super soldiers are resistant to pain, can go a week without sleeping or eating and do not require R&R. They are highly trained and heavily armed to take on the robot threat. Best of all, they can be produced in large quantities through accelerated cloning techniques.
