S.H.O.C. King
A former CEO to one of the United States largest Electric companies, James Conduit was as corrupt as you can get. After making one to many illegal deals, some involving turning electricity into weapons, he was voted out by the board of directors. Determined to have his revenge, Conduit tried to sabotage the Eastern Seaboard's power grid, but when confronted by Canadian Mounties's, instead electrocuted himself, seemingly to death.
Several years later, widespread blackouts began to Plague different area around the country, as Conduit reappeared, using electricity as a new means to terrorize the nation, and declared the world will bow to his power, as the King of S.H.O.C., the newly formed Secret Hierarchy of Crime. The S.H.O.C. King recruited disgruntled corporate Americans needing a new spark in life, and has hired mercenaries from around the globe, and given them newfound power via his electrified weapons. His Ultimate goal, plunge the world into darkness, so they will see the light.
Mangosta Rayo
Born a poor child in an improvised Mexican Village, Mangosta learned early in life to get by by whatever means are necessary. As he grew older, this life of crime led him to become one of Mexico's most feared hitmen. He grew into the kind of nightmare parents would tell their children when they didn't behave. "behave or the Mangosta will come for you"!
After several years of doing hits for the Drug cartels, Mangosta was apprehended outside of El Paso, and thrown in a US jail. His stay didn't last long, as soon the forces of S.H.O.C freed him and offered him employment as their primary hand to hand fighter and enforcer, knowing his reputation to get the job done. Now armed with a prototype bow and arrow combo that fires electrically charged arrows, the Mexican Mongoose is sure to light things up once more.

S.H.O.C.E.R.S. are the elite soldiers of S.H.O.C., The Secret Hierarchy of Crime. While they come from all walks of life, most are well educated men that lost their jobs due to corporate corruption, and were an easy sell to the S.H.O.C. King's promise of new found power and revenge. Armed with prototype pulse rifles, conventional firearms, and hand held E.M.P., which when charged and set off, kills all electric power within 25 feet, allowing S.H.O.C.E.R.S to flee the scene of the crime, and in some cases leaves their enemies with no form of retaliation but hand to hand combat.
