Did his goals meet his standards? Yes. He was able to eliminate the PsiFi Force by using a high intensity range arm missle to destroy their headquarters.

In addition; he eliminated the D.E.F. in the process.

Bottom line, he is one bad dictator when it comes to ruling the world.
