No Cobra Viper can ever reach this rank, no matter how hard he works. It is reserved for the Crimson Guards only, as they've always been Cobra Commander's most loyal troopers - and it takes a lot even for them to gain this grand promotion from their leader. But then again, it is not confirmed that these special Cobra officers actually exists.
The Grand Commanders is one of the most secret masterminded plans that have been born in the Cobra Commander's head - and only the selected few of the Crimson Guards whom has earned the Commander's special trust is invited into this program - those who are trusted enough to take his place whenever Cobra Commander needs or are forced to be absent from his throne. It is so secret that whoever has earned it is never publicly announced - Cobra Commander individually promotes them in secret, and then they continue as ordinary Crimson Guards until called for. No one but the Cobra Commander knows whom or how many Grand Commander's there is, not even the other Crimson Guards knows whom among them have earned this desired privilege.
Whenever he feels that he is in a much too dangerous position, Cobra Commander sends a secret code to a selected Grand Commander - each has his own code - and the selected officer comes to secretly trade places with his leader. Using the special voice distortion-device that gives Cobra Commander his special hissing voice (see Cobra Commander by Captain Tazer), dressed in the uniform and mimicking the walk and posture, no one can ever know when it is actually one of Cobra Commander's secret decoys who is leading Cobra. Not even the other Siegie's knows when a switch has been made.
The white uniform of the Grand Commanders are just a form of formality - it is rarely used. But if Cobra Commander decides to be officially indisposed from his organization for a time being, he can temporarily pass his leadership onto a white-dressed Grand Commander - and to the displeasure of the other high members of Cobra's command, they are compelled to obey the white-dressed substitute. Only Destro is immune to the temporary authority of the Grand Commander.
Personal comments:
I had Grand Admiral Thrawn from the Star Wars novels by Timothy Zahn in mind when I made this figure. I did want to call the figure a Cobra Grand Admiral in the beginning - but since Admirals only can be found in a fleet, it had to be abandoned. But all in all: this figure was made just for the fun of it.
