The idea for this custom was simply the highest ranking Cobra Officer in charge of all Cobra troops. Thus General Venin.

I figured the CLAWS Commander is just one of a group of high ranking Cobra Officers in charge of certain divisions within Cobra, thus the uniform is, well, uniform amongst them.

I chose Blackout's arms because the Cobra armor made the figure look more regal, and royal blue was pretty much the only logical choice for the color.
