For my Joe-verse, the Python 'Patrol' can be considered the organization's "Veteran" troops. Only personnel who are 1) fully trained in their position and 2) have not only survived, but performed well in combat are reassigned with Python-level body armor and weapons.

Unlike US Military, where such items are sub-contracted out to the lowest bidder, Cobra's Python-level and Crimson-level body armors are made in small towns that have welcomed Cobra with its promise of new jobs and a chance to change America for the better -- in other words, the friends and family of those in the Cobra army. Thus, Python armor is highly prized by Cobra troops.

Major Bludd has taken on the role of battlefield commander of these veteran troops. His uniform thus is in the Python color scheme, though (like all of the Cobra High Command) it meets the standards of Crimson class or better.
