Cliff Dagger is the muscle of V.E.N.O.M. (Vicious Evil Network of Mayhem). He drives the Jackhammer a heavily armored and reinforced truck designed to smash through whatever gets in its way.

CCTV footage shows that it was Cliff Dagger and Jackhammer that were responsible for destroying a remote Joe armory.
