Character:

Lighting was one of the unproduced Special Weapons Force, which would have been the science/weapons branch of the team.

Design/Colors & Paint:

The Palitoy Action Force figures pulled from the same several heads and torsos again and again, relying on colors/paints to do the heavy lifting to distinguish between characters. The Cobra Commander jacket skirt visually ties Lightning to Fixer. The Han Solo head is a good stand-in for the Palitoy techno-helmet head.

Two color concepts were shown for Lighting. One of them was rather bland. The other is a bit complicated, as 4 figures were shown in alternate paints schemes, but not were named. I've opted to imagine of the blue sleeves/white torso prototypes as Lighting, and adjusted those colors to suit the parts used on the custom.

Sculpting & Modifying:

Some mass was added to the midriff area to balance out the skirt. Epoxy also fills the shoulder/elbow pins and thigh screw insets.
