Yep. It's just a Tele-Viper with big boots, but there is a reason for this madness.

This is a completely file card inspired custom. When you read the Laser-Viper card, you learn that they frequently spot for H.E.A.T Vipers and Aero-Vipers. When you read the Tele-Viper card, you learn that their primary weapon can be modified into a laser rifle. This guy combines both those traits into one efficient trooper.

Just have him put on a pair of combat boots and now he can trudge to the front, spot for airstrikes, and call them in with his built in radio headset. Clever of Cobra, and more importantly cost effective. Now they only need to pay one trooper to go out in the field, not two.
